The Rothco Covert Ops is the most affordable purpose-built concealed-carry softshell available, and it earns the budget pick by including the holster hardware most jackets at this price omit. The 2-layer bonded shell pairs 93% polyester with 7% spandex for stretch and recovery through the shoulders, so the jacket moves with a draw stroke instead of binding.
Two padded interior holster pockets sit on both sides of the front opening, giving left- and right-handed carriers an identical setup without buying a dedicated variant. Each pocket holds a compact or full-size pistol against the body and breaks up the printing that a single-side design tends to telegraph. For belt carriers, an interior pass-through connects the slash hand pockets to the waistband, letting you reach an IWB or OWB holster without opening the jacket.
The shell is windproof and water-resistant, shedding light precipitation and cutting wind on cold mornings, though Rothco publishes no waterproof rating, so this is a three-season layer rather than a hard-weather shell.
