This Premier insert is a purpose-built rifle-threat panel rather than a soft Level IIIA panel. Its UHMWPE multi-layer composite and waterproof polyurea outer measure 10 by 15 inches, 0.63 inch thick, and 3.4 pounds. Premier publishes test velocities of about 3,250 fps for 5.56 M193 and about 2,400 fps for 7.62x39 lead-core ball and describes the panel as multi-hit capable.
The exclusions define the product. Premier states that it is not NIJ certified, falls outside the NIJ certification standard, and was not tested against the RF1 M80 Ball requirement. It is not designed for M855/SS109 or 7.62x51 M80. The 3.4-pound weight is also a 2-pound increase over Premier's soft 10x15 panel, so rifle protection carries a real everyday-load penalty.
