The Baofeng UV-5R provides handheld VHF/UHF capability at a price point that makes it practical to buy multiples for training and backup use. While the Midland ER310 receives emergency broadcasts, the UV-5R can add two-way capability for licensed amateur-radio users and receive-only monitoring where legal. In regional disasters, practiced radio capability can be the difference between isolation and coordination.

The UV-5R covers VHF and UHF ranges, with 128 programmable channels configured through CHIRP software and a programming cable. Pre-program local amateur repeaters, weather receive channels where supported, and receive-only local channels before an emergency occurs. Important legal context: transmitting on amateur (ham) radio frequencies requires an FCC amateur license in the U.S. A standard UV-5R is not Part 95-certified for ordinary FRS/GMRS transmit use, even if a user has a GMRS license; choose a GMRS-certified radio for family GMRS communications.
