Both hosts were built to be stockless. The Shockwave and TAC-14 ship with a bird's-head grip instead of a stock, so federally they are firearms rather than shotguns, and an overall length just over 26 inches keeps them out of the AOW category. What the October 9, 2026 ATF Policy Changes

Since October 9, 2026, ATF does not enforce the National Firearms Act's approval and registration requirements for short-barreled shotguns, as a matter of nationwide enforcement discretion. That covers Form 1 approval to make an SBS, Form 4 approval to transfer one, and registration in the National Firearms Registration and Transfer Record. It is policy, not repeal: the statute still defines and regulates SBS shotguns, and ATF says enforcement could resume if Congress imposes a new tax, the court ruling behind the policy is overturned, or the Justice Department rescinds its guidelines, with no automatic grandfathering for unregistered guns. The tax was already gone. The One Big Beautiful Bill Act cut the federal making and transfer tax on short-barreled shotguns from $200 to $0 on January 1, 2026, so there is no SBS tax stamp to buy. Dealer sales changed too: 18 U.S.C. 922(b)(4) bars a dealer from selling an SBS without Attorney General authorization, no non-NFA mechanism for that authorization exists yet, and ATF will not enforce 922(b)(4) while it drafts the regulations and forms.

Three requirements stay in force. A dealer sale still runs Form 4473 and a NICS background check. An SBS still needs an approved Form 5320.20 before it crosses state lines, registered or not, because that rule comes from the Gun Control Act. And state law is untouched. ATF still accepts Form 1 and Form 4 voluntarily, which matters in states that tie possession to federal registration: if you convert a Shockwave or TAC-14 in one of those states, file the voluntary Form 1 and let it clear before the stock goes on.

State SBS Restrictions Still Apply

Federal non-enforcement does not make a short-barreled shotgun legal in a state that bans it. Washington, New Jersey, and Delaware are three examples. Washington's RCW 9.41.190 prohibits manufacturing, owning, buying, selling, transporting, possessing, assembling, or repairing a short-barreled shotgun, subject to its stated exceptions and a limited pre-1994 affirmative defense. New Jersey makes knowing possession of a sawed-off shotgun a third-degree crime under N.J.S.A. 2C:39-3(b), with exceptions in subsection (g). Delaware treats a sawed-off shotgun as a destructive weapon under 11 Del. C. 1444, and possession is a class E felony; its definition covers a shotgun barrel under 18 inches or a weapon made from a shotgun under 26 inches overall.

That list is not exhaustive, so confirm your own state and local law before you buy a factory SBS or install a stock on a Shockwave or TAC-14. Do not assume your state treats an SBS like an SBR, either. Washington's same statute exempts short-barreled rifles possessed in compliance with federal law while keeping its short-barreled shotgun ban, which is why state SBR rules are no guide to SBS legality.
