Licentia Arms
Licentia's entry L3 unfilmed white phosphor PVS-14 at $4,999. 2160 minimum FOM, L3Harris-published data sheet, US-assembled in a hand-fit standard PVS-14 housing. The floor on a serious civilian PVS-14.
The Licentia Arms PVS-14 L3 24UA is the entry point to the serious civilian PVS-14 market. At $4,999 it pairs a documented L3Harris Gen 3 unfilmed white phosphor tube (24UA spec, 2160 minimum FOM) with a hand-fit standard PVS-14 housing assembled in the US. Every Licentia unit ships with the actual L3Harris data sheet showing the tube's measured FOM, resolution, SNR, halo, EBI, and spot count — not a tier letter, the actual numbers.
The unit makes the AGM PVS-14E 3AW1 ($4,495) hard to justify. The $504 difference buys a fundamentally better tube grade. L3 unfilmed tubes have higher resolution, lower halo, better SNR, and significantly longer service life than any AGM-grade tube. For a unit that will see real training, real hunting, or real role-relevant use, the Licentia 24UA is the floor on what is worth buying.
Cross-shopped against the higher-FOM Licentia L3 ($5,299, 2376 minimum), the 24UA is the value pick. The 300-FOM delta between 2160 and 2376 minimum is real and measurable, but most users will not see a practical difference between the two outside controlled testing. The 24UA is the right pick unless the buyer specifically wants the highest-FOM stock-config Licentia ships.
