Buy new brass for precision rifle and use once-fired for everything else. The case is the only component you reuse, so its wall-thickness uniformity and weight consistency set the ceiling on what your dies can deliver: sort inconsistent brass and you are correcting a problem you paid for. Pick a powder whose burn rate suits your cartridge and bullet weight, then narrow to what holds velocity across temperature and what you can actually buy.
