The RIS III is Daniel Defense's M-LOK follow-on to the RIS II, and the 10.55" version is the short one, sized for carbine-gas uppers in the 10.3" to 11.5" range. Daniel Defense keeps the parts of the RIS II that earned the rail its reputation with USSOCOM since 2006: the free-float barrel design, 6061-T6 aluminum construction, the patented six-bolt bolt-up system, Grade 8 fasteners, and an uninterrupted mil-spec 1913 top rail.
What changes is everything below the top rail. Instead of Picatinny on three sides, the RIS III carries seven M-LOK attachment positions along the length of the handguard, plus integral QD swivel attachment points on both sides. That is where the weight goes: 13.7 oz for this length, against 14.1 oz for the shorter 9.55" MK18 RIS II quad rail.
The bolt-up system is backward compatible with the RIS II, using the same barrel nut and bolt-up plate, and the RIS III upper rail is compatible with the RIS II lower rail. For a builder already running RIS II hardware, that means the swap is a rail change rather than a barrel nut job.
